In October last year, the European Court of Justice had already condemned France for infringing the nitrogen oxide limits... without penalty. Now France has 6 months to take drastic measures to avoid a fine of 10 million € each semester, according to the decision of the "Conseil d'Etat" (Council of State). It is a historic decision!
8 zones, where the approved European limits of nitrogen oxides and particulate matter are not respected, were explicitly mentioned: among them are Marseille, Reims or even Toulouse, where there is no permanent low emission zone yet! It is also a clear message for Grenoble and Lyon, where the driving bans do not affect individual traffic. Low emission zones, as well as a total diesel driving ban, are inevitable and must now be implemented, without any further delay!
