The ZPA air protection zone of Rennes
On 20.02.2018, the Crit’Air Vignette was introduced in the metropolis of Rennes in order to prevent high air pollution levels. According to the order of the prefect in charge, this measure came already into force on 22.12.2017. Traffic restrictions for certain EURO classes can only be imposed after a transitional period from winter 2018 onwards.
Since the 1950s, the city of Rennes has experienced a remarkable growth. Thanks to the numerous investments in digital and new technologies, it has become an attractive pole of the services sector at national level. Due to its attractiveness, the metropolis of Rennes faces continuous challenges in terms of mobility. Traffic was identified as the main source of emissions of nitrogen oxides and particulate matter. To reduce the environmental impact of traffic, the metropolis of Rennes has decided to introduce an air protection zone (ZPA), which will be activated in case of an air pollution peak.
The French metropolis of Rennes, the largest city in the region of Brittany, is located in the Department of Ille-et-Vilaine (Department n° 35) and includes 43 municipalities. The administrative headquarters are located in the capital of Rennes.
The metropolis of Rennes has about 439,000 inhabitants on an area of 705 km². The city of Rennes itself has about 215,000 inhabitants, spread over 50 km².
According to the prefectural order N°2017-22487 of 22.12.2017, in the event of persistent air pollution, the Crit’Air badge will be mandatory for all vehicles. Since the decree of the ZPA Zone Rennes will only be issued in autumn 2018, the decree of the Department of Ille-et-Villaine is valid until then.
Should the pollutant values exceed the allowed values for four consecutive days, the vehicles without a Crit’Air badge will be excluded from traffic. If, in the following two days, the situation should get worse, the prefect can exclude the badge classes 4 and 5 from traffic.
Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L. 325-1 to L. 325-3 and R. 411-19 of the French Road Traffic code.
The borders of the ZPA zone of Rennes
The borders of the ZPA environmental zone cover large parts of the urban area and are defined by the ring road „rocade“ N136, which is outside the environmental zone. Therefore, should a sudden pollution alarm be activated, it would be possible to drive through the corresponding highway of the ring road.
