The Lyon ZFE environmental zone
Since 01.01.2019, a new permanent environmental zone (ZFE) has come into force in three municipalities of the metropolitan area of Lyon, which applies exclusively to commercial transport. The corresponding vehicle category of vans and delivery trucks is responsible for 51% of NOx and 41% of PM10 emissions in the region.
Already in April 2018, the metropolis of Lyon presented a strategic plan against air pollution (Feuille de route sur la qualité de l‘air), an essential part of which is a permanent environmental zone that will prevent trucks and light commercial vehicles from entering the city, thus halving NOx pollution.
Thanks to the new permanent environmental zone and a corresponding ”Oxgen Plan”, the EU defined limit values and the WHO recommended targets for the population should be met by 2030.
The Lyon ZFE environmental zone, which was approved on 28.09.2018 by the City council, is a permanent, fixed and weather-independent zone („Zone à Faibles Emissions“ / ZFE) corresponding to a Low Emission Zone (LEZ).
The official decree N° 2019-ZFE-001 containing the detailed rules of the environmental zone was signed by the President of the Lyon metropolitan area on 04.07.2019 and came into force on 01.01.2020.
From its entry into force, all light commercial vehicles (N1) and trucks (N2,N3) that do not have a french anti-pollution sticker or only have a Crit’Air vignette 4 or 5 may no longer enter the LEZ. The driving bans apply every day of the week, 24 hours a day, with various exemptions. Further restrictions are planned from 2021.
Any violation of the sticker requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.
The permanent Lyon ZFE zone should not be confused with the temporary Lyon ZPA zone, although the boundaries of the temporary ZPA zone correspond exactly to those of the ZFE zone.
Therefore, in case of weather-related air pollution, driving bans come into force, which then override the rules of the ZFE zone. The Borders of the Environmental Zone of Lyon
All roads within the cities of Caluire-et-Cuire, Lyon and Villeurbanne belong to the territory of the ZFE environmental zone of Lyon. The main axes A6, A7, A42 as well as the A6 tunnel through the Fourvière Hill, and some secondary roads listed on page 11 of the prefectural order N° 2019-ZFE-001, are banned from traffic.
