The ZCR environmental zone Lille
Lille is the largest city in northern France at the border with Belgium. Lille is the prefect of the département Nord (departement no. 59) and the capital of the Hauts-de-France region. The city of Lille is also known as the “capital of Flanders” and has around 235,000 inhabitants.
On 10.02.2017, at the meeting of the Council of the Lille metropolitan area (Métropole européenne de Lille), it was decided that a legal procedure should be started for the introduction of a ZCR environmental zone in the city of Lille. The procedure therefore requires a study that defines the necessary measures, justifies the need to combat air pollution and identifies the objectives that can be expected, in particular with regard to improving air quality and reducing the burden of pollution on the population.
The consultation procedure with affected residents, interest groups and other groups is carried out as provided for by law in order to consider possible concerns and objections when designing the permanent environmental zone. The order planned for the ZCR zone in 2019 will take into account the results of the consultation procedure and a feasibility study before the Lille ZCR zone can enter into force in 2019.
The rules and driving bans described in the order will have to be observed.
Any violation of the sticker requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.
In addition to the ZCR zone in Lille, the large municipality (metropolis) of Lille has already established a ZPA air protection zone since 18.07.2017. This ZPA air protection zone of Lille is only enforced on the basis of the weather-related announcement by the competent prefect. The ZCR zone of Lille, which will enter into force in 2019, will complement the measures which can be adopted in the ZPA zone.
The borders of the ZCR environmental zone of Lille
Lille constitutes the center of the conglomerate of municipalities known as Métropole Européene de Lille, which also includes all bordering municipalities. All surrounding municipalities are located in the connected residential area of the city, with the exceptions of the mostly rural municipalities of Ennetières-en-Weppes, Capinghem, Prémesques, Pérenchies and Lompret in the west.
The city borders of the ZCR environmental zone will most probably be constrained to the center of the city of Lille. The exact borders will be announced after the presentation of the commissioned feasability study at the end of 2018.
